The "Implementation Opinions" issued this time combined with six years of practical experience, defined specific support policies for the key links in the development of leading agricultural enterprises, and made more detailed operationalization.

Land finance escorts agricultural industrialization

According to reports, in recent years, Jiangsu provincial agricultural industrialization project funds have been increasing year by year, reaching 230 million yuan in 2012, supporting a total of 240 leading enterprises and 20 agricultural product processing concentration area projects. For agricultural leading enterprises to establish raw material bases in rural areas and carry out processing projects, financial support has reached 280 million yuan in total. In addition, it also signed the “Comprehensive Strategic Cooperation Framework Agreement on Financial Support for Leading Enterprises and Boosting Modern Agricultural Development” with the Agricultural Bank of Jiangsu Province. Within three years, it has granted credits of RMB 10 billion to leading enterprises.

The reporter learned that the newly issued "Implementation Opinions" provides specific support in the five aspects of financial support, guaranteed land use, tax incentives, credit support, and reducing the burden. It is proposed that by 2015, the number of leading agricultural enterprises in Jiangsu will reach 6,000; by 2020, the number of leading agricultural enterprises in the province will reach 7,000, of which, the number of national and provincial leading enterprises will reach 100 and 800, respectively. The ratio of the agricultural product processing industry output value to the total agricultural output value reached 2.2:1.
